Yes, rather than pay the affordable housing fees for constructing a new single-family residence, a property owner may defer the fees by constructing an accessory dwelling unit and restricting it for rent to qualified low-income households. The property owner must sign and record an affordable housing agreement, which runs with the land for a term of 30 years.
