Does the City of San Pablo or Richmond have zoning jurisdiction of lots crossing city boundaries?

When lots cross the City of Richmond's limit boundary lines and part of the property is within the City of San Pablo, which City shall be responsible for zoning entitlements and building permits?

According to Resolution No. 17:

1. Each lot or parcel of land lying partly within the City of San Pablo and partly outside the City of San Pablo shall be deemed subject to the provisions of all zoning, building, plumbing, and electrical ordinances of the City of San Pablo under the following conditions:

a. If facing the lot or parcel from the street, the right half of the frontage lies within the City of San Pablo.

b. If the frontage of the lot or parcel, or more than half of the frontage the lot or parcel lies within the City of San Pablo.

2. "Frontage" shall be deemed to be the boundary of the lot or parcel of land abutting the street designated in the street address of the lot or parcel.
