If the non-ADU story is over 250 square-feet, the non-ADU story would be subject to all development standards, design review regulations, and common procedures applicable to accessory structures in the Richmond Municipal Code. The non-ADU story would have to be approved by the Design Review Board before an application for the ADU is considered. An ADU application cannot be considered if it's dependent on a structure that has not yet been approved (for example, a first-story garage). Since the long-term plan is to develop both the garage and ADU, the applicant should be allowed to submit the full proposal in one application. However, when the non-ADU story is reviewed by the Design Review Board, only the non-ADU story will be subject to Design Review Board review. Thereafter, Planning staff could review the ADU for Zoning Compliance approval.
