Does another story independently accessible of the ADU count towards floor area?

In proposals for new construction ADUs with two stories, one of which is not for the ADU (meaning has a separate exterior entrance from the other story, with no interior connection to the other story), does another story independently accessible of the ADU count towards floor area?

The determination of floor area inclusion of a non-ADU story depends on the specific proposal and the context of the other story's relation to the ADU. For example, if the other story shows design intent that the story will be used in conjunction with the ADU, the floor area of both stories may be counted.
