When is an amplified sound permit required?

An amplified sound permit (ASP) is most commonly required for outdoor activities that utilize amplified sound (such special events, parades, performances, music, etc.) within private or public spaces where its anticipated that there will be intermittent times that the noise regulations will be exceeded.

The ASP is not used for residential type events like a private party, it's expected that a private events in residential areas adhere to the standard noise regulations and permitted levels.

An ASP may be applied for by filling out the ASP Application and submitted to the Planning Division by emailing (online submittal coming soon) planning@elsegundo.org.

Current standard noise regulations and allowable decibels (dB) can be found by referencing ESMC 7-2-3. A table provides the permitted increase in decibel levels above the existing ambient noise levels (found in the City's Noise Element by geographic area - with example below).

Figure 1 below provides reference to better understand dB level comparatives:

EXAMPLE: Using the below exhibits from the City's Noise Element and permitted noise levels - in the following example, if you are located in an area with a 65 CNEL (Community Noise Equivalent Level), the permitted increase in decibel levels as follows would be allowed:

  • up to 65-69 dB for 30 minutes cumulatively in 1-hour

  • 70-74 dB for 15 minutes cumulatively in 1-hour

  • 75-79 dB for 5 minutes cumulatively in 1-hour

  • 80-84 dB for 1 minute cumulatively in 1-hour

  • 85+ dB for less than 1 minute in 1-hour
