Yes, new elevators require a permit and plan check. Applicants must submit a full plan set, including structural plans and calculations (as applicable), architectural plans, any applicable mechanical, electrical, and plumbing (MEP) plans, a site plan, and existing and proposed floor plans. Commercial elevators must also comply with the space requirements for a gurney and include plans for the installation of an emergency call system.
Further, commercial elevators are regulated by the state and require separate state approval as well as a building permit, and must comply with ADA accessibility requirements.
Planning staff will also review the elevation and roof plans for the penthouse/enclosure. Such penthouses may be allowed to exceed the underlying zone's height limitation, but the penthouse would be limited to the minimum required to house and operate the elevator, subject to ESMC 15.2.3.
